INCIDENT: Sat., March 27th marks the One Year Anniversary of Operation Falling Sun
DATE OF RELEASE: Fri., March 26, 2010
Tomorrow marks the one year anniversary of the largest law enforcement action this county has ever experienced. Over 700 officers from over 30 agencies descended on and arrested more than 120 gang members kicking off a unprecedented battle against gangs in our city. One year later, the results of that effort can be clearly felt.
In the face of an economic downturn not seen in 80 years, and with unemployment rates over 20%, our crime remains down from a year ago. Scores of gang members have been shipped to jail. Gang injunctions, first temporary and now permanent, have been served on those gang members who previously had been responsible for many in our populace being fearful to leave their homes. The message has been sent and received that if you violate that injunction you will go to jail.
In general, Operation Falling Sun was the start of a war against gangs that we will win. Numbers tell only part of the story, but here are some:
Part 1 Crimes for 2009 were down 5.25% from 2008 and down 18% from 2006-2009.
· Property crime is down 21% from 2006-2009
· Violent crime is down 10% from 2006-2009
As for commonly committed gang offenses, the numbers seem to reflect what citizens of our City truly believe—that gang crime is dropping and the streets are getting safer.
· In 2008 there were 361 vehicle thefts. In 2009, 280. This was a 22% decrease
· In 2008 there were 62 reported robberies. In 2009, 58. This was a 6% decrease
· In 2008 there were 10 reported carjackings. In 2009, 4. This was a 60% decrease
· In 2008 there were 83 cases of Assault with a Deadly Weapon. In 2009, 78; a 6% decrease.
· In 2008 there were 30 cases where someone shot at an occupied residence. There were 26 in 2009; a 13% decrease
A number that appears to be bucking the downward trend is our total numbers of violent crime. We reported 483 cases in 2009 as opposed to 431 in 2008. A further look shows, however, that more than the entire increase can be accounted for not in what we would consider to be street crimes, but crimes of domestic violence. In 2008 our number of domestic violence cases was 164. This past year that number jumped to 218, a 25% increase. The economy has had a huge effect on our crime numbers, to be sure. When people lose their jobs they steal, commit crimes of domestic violence and worse.
The momentum gained from Operation Falling Sun has manifested itself in many other ways. We were able to pass Measure A, which allowed us to hire four additional officers.
· In 2008 we had 19 sworn officers
· In 2009 we had 32 sworn officers
More police officers equate to safer streets when accompanied by the demonstrated cooperation of the community—and the support we’ve garnered from our citizens over this past year has been nothing short of incredible.
Citizens feel more comfortable calling on our services than ever before, and when they call, we respond and take action.
· In 2008 our officers made 773 arrests
· In 2009 our officers made 1506 arrests–NOT including the 129 arrests made the day of Operation Falling Sun
That is an increase in enforcement/contact arrests of over 94% in a single year
We have new parks and repaved roads. Drug homes have been demolished. We have a community camera system that has already helped us solve—and no doubt prevent—some very serious crimes. Officers have mobile data computers (MDCs) in their cars allowing them to retrieve crime related data much quicker than before. The MDCs also allow for the officers to write their reports in the field, increasing their visibility considerably.
We have enacted three city ordinances critical to our fight against crime, blight, parolees and sex offenders.
We have had community meetings throughout the City where the citizens and stakeholders have come out to meet and discuss with the officers on the beat what they consider to be their biggest concerns. We have funded two additional detective positions and filled them with two experienced and talented DA Investigators. We still have crime, but those crimes are rapidly being solved.
There are many other programs which have been put into place since Operation Falling Sun, too numerous to mention here.
Anecdotally, the people of this City are nearly unanimous in their praise for both the Operation itself and the results they’ve seen, and are seeing, in the community. We are proud of the direction Public Safety has taken in this past year and we will continue to work to make the City of DHS the safest city in the Valley.
